No, it's not a criminal trial it's a hearing to determine who would be suitable to hold power of attorney and make decisions for laura while she is unable to do so herself, since she was sane and in possession of her facilities when she told nikolas luke raped her it would be treated like a first had account of abuse, similar to a custody hearing where a child had told an adult they got hit, you wouldn't have to actually see it, your giving evidence that the child told you they were hit.
