Not all are trained properly. The security companies put out SOPs ( standard operation procedures) for their members to read, but not all of their employees read them. The guards arent even given a quiz on the SOPs. That's the problem. Some guards even think they are police officers. That's another problem. I've noticed those problems in the security outfit I work for.

CPRA applies under Cali state law for public records. Federal FOIA does not apply in a local city hall. Many of the policies and signs in government offices are legally inaccurate because they have not been updated. The city attorney is the responsible person to contact. They generally will not update the policies until someone complains.

Re supervisors, service contractors often have an onsite(s) _government employee_ (indirect) supervisor who is to know their statement of work, monitor their contractual compliance, address problems with the employer's rep (the contracted employees' direct supervisor), and file evaluation reports with the government's contracting office (sometimes called Procurement Office or Purchasing Division) for its authorisation of payment to the company, i.e. the vendor, by the Treasurer/Finance Office. It helps to know the city's contracting jargon so it can't play the game of 'You asked for COR info we don't have CORs. (We use a different name.)' Reading invitations to bid is helpful in this regard.
