To be honest, Julius new skill page is just there to give him a little bit more power to deal with characters at lv125..the same mages he could one shot at lv100 he can now do so at lv125 its nothing special. He still loses to green units like mero,mimosa etc, that being said, just whale for BDA, he's the best dps in the game, he comes first every other dps you plan on building comes after.

You can't beat BDA unless you remove his immortality. I can't remember if BDA is as fast as Julius but if he is and Julius puts him in his desperate state, you lose the match basically, so no Julius can't beat him.
