In the Manga, Battle Hopper has Road Sector's abilities and isn't a living motorcycle, but a custom super bike that no normal person can ride. I don't know if Black Seed Toy talks about it here though.
14:27, that reminds me of the game 'Taiketsu: Shadowmoon' where the final boss Shadowmoon is a purple re-color of Black since the TV show was running at the same time: kzbin.info/www/bejne/sJbEl6aCaa2qp9k Tho that same game had the DogFish Mutant at Stage 4 R-02 despite him supposed to appear in the 2nd movie of Black which was released at July 1988 due to the game releasing at April 1988. My guess is that his design was already finalized and they have no idea what to do with his design at the time since the game was already in development. You can say Stage 4 R-01's Stickleback Mutant supposed to be shown later on but sources did confirm he appeared in the backgrounds earlier on in the show so at least he had an appearance earlier on in the show which was ep 11. Most of the monsters were early episode monsters so having a movie monster not seen till later on in the game is rather weird though I'm willing to bet they chose Dogfish because he looks cool or for stage aesthetics. I'm guessing the second one tbh since the stages took place underwater, looking for Gorgom HQ.
