Dio can just time stop try and throw knives, learn he cant and she blocks them, time stops instantly again because dio's time stop has no cooldown, due to him being a vampire, then he can take out a knife stab it deep deep into her skull, drain her blood and maybe rip off a arm or too because hes just THAT strong with vampire abilities. Mind you this is dio when he was in part 3 and not full used to his new body. AKA HE WASNT AT HIS FULL POTENTIAL.

If we had a real fight of the two, though they both have a chance to win, I say Dio wins. Dio has many advantages to counter Lucy. His regeneration can help him avoid most of the lethal damage of her attacks. Also, Dio has flight. Dio also would be able to sense her "tendrils" due to his incredible hearing. Combo that with his quick wits and regeneration and time pause, Dio has the upper hand, especially in his tactics. The tactics being him enraging his targets, and since he would recognize her attacks even better when they're visible and sense more power and heat from the attack, he can dodge nearly all of her attacks and deal more damage as she gets mad. Also heard from others His stand is also invisible to people who don't have stands and since she can't see through time, he again has advantage. Also, he was smart enough to kill Joseph from a distance to avoid the stand, try to kill jotaro from distance to avoid his time pause, and use Jotaro as an escape route to Joseph. Due with what I know about the two, Lucy does have the clear damage advantage, but how long would she last against Dio purposely angering her to gain an advantage in combat? Note: never seen much of both, however, I have seen clips of Dio showing his power

Exactly, the fact that jotaro won was obviously plot. Like the man was cocky and jotaro SOMEHOW had books in his shirt THAT SOMEHOW NEVER FELL OUT and SOMEHOW never bulged out of his shirt. You know, SOMEHOW is another way of saying plot.

Dio is definitely more intelligent than lucy, lucy didn't even enter elementary school as far as I'm aware, and Dio is a college graduate and a natural genius. Plus, Lucy cannot move when time is stopped. but I don't think Dio can cover 28 vectors at the length of 2,700 miles and a width of 51 miles. Lucy at the end of the series sinks islands... in terms of raw firepower and range, Lucy stomps. I personally don't think Dio has any chance other than stopping time before lucy reacts and crushing her brain completely, of which Dio doesn't like to do. (Plus, vectors are able to detect air movements, possibly able to sense a stand) It's kinda comparing Luffy to Meliodas or something. @@Syndicatian I agree and am glad you gave info. However, I also did research as well. Star platinum is fast as fast as lightning (230,000,000mph) and has power around 2 trillion newton's. Keep in mind, both The World and Star Platinum are the same stand type, and as stated by Dio, are around the same speed and strength. And yes though Lucy has the range, if Dio can pause time, he can get close enough and even at that just use the world to quickly go over to Lucy and swarm her with knives. And as said in my post above, Dio can hear her vectors with his impressive hearing and have a large chance to use the world to pause time. Again, he also loves antagonizeing people, and if he pushed her enough, COULD have her overwork her body and end up killing herself. And if he hit her hard enough, on the head or break her horns, she would be nearly defenseless. Dio could also absorb blood, so imagine even if Lucy did survive and regen what could happen next. And again with him being observant, if she did protect herself, dio would most likely know from the heat and sound produced. Side note, I don't know if she used the vectors to toss the 75 ton boulder, but if she didn't, she would beat Dio in raw power since the strongest Dio lifted WITHOUT The World was approx a 2 ton road roller. Personally, I would love to see a fight like this happen. Also, I love debate so please don't think I'm trying to criticize, I just love talking debate and I agree with much of what you said.

Just get dio his full potential with the actual ability to be cut in half and instantly get put back together and he can easily take over the world AND KILL lucy. Like dio at his full potential is just 2 times stronger then dio in part 3 aka THE DIO WHO CARRIED A ROAD ROLLA TO CRUSH SOMEONE WITH IN 4 TO 6 FUCKING SECONDS.
