Bif lost because half of the damage he dishes out comes from dodging punches and then following them with a counter punch. Unlike Damon, Norton’s primary attacks are grapples, something Bif can’t dodge.

Damon’s hits aren’t unblockable, but the final uppercut at the end of the combo does break the block, leaving Norton stunned, unlike Bif’s primary combos which as you said are easily blocked allowing Norton to grab him right after. While that might be a contributing figure, it’s not the only reason Norton could beat Bif and not Damon, because if that was, Damon would be able to match up if not beat Bif. The only reason Bif (without anti grapple) can beat Damon is because of his dodging.

Norton is overall a good fighter, but he is very slow. He doesn't have any chances to win against faster fighters like Damon, Mascot, Johnny, Edgar and obviously Russell. Bif, Derby and Ted can beat him though, they are equally in my opinion. Ted should get buffered, with more HP while Bif and Derby shouldn't be immune to Norton's attacks because they have the same height and strength.

My own revisions in the game : Reduce Derby's health to 300 HP and disable their antigrappling, only Russell and adults have antigrappling. Buff free roam Norton to around 200 HP because he's the tallest of the Greasers. Increase all if the Jocks HP because theyre the toughest students and give them much better stamina so they can run more. Dan, Kirby, and Bo would have 150 HP, Casey, Juri, and Luis should have 200 - 250 HP, Ted have 300 HP, Damon have 500 HP. Buff Leon, Gurney, and Omar to around 200 HP.

He's not aggressive plus some students can't be lifted by him. That's why he lose but he should be able to lift Derby or Bif for example and not be able to lift Russell. Even without anti-grappling mod, Norton is able to lift Hal Espasito who is classified as a very heavy person.
