@Zz It's a stupid rule. It makes the Olympic tournament actually weaker than the WC. Zhang had no business being in the finals in Rio, which showed in the result. The only reason he was there is that non-Chinese couldn't stop him and he was great 4 years prior to the event. I wouldn't like judo restricted but all the sports to be modified so all the best can join even if that means 16 Chinese in Table Tennis (and 0 in basketball for example because Asian teams have no business being there instead of some better European team like Slovenia in Rio or Serbia in Tokyo). P.S Medal count is arbitrary though, you can only win 1 medal in men's Basketball or Football while one swimmer or runner could win 4-5 and Phelps won 8 - it's pointless to compare countries using that criteria.
