The speed issue - is the Cable Modem running a home-gateway NAT style router? Have come across NAT processing engines on gigabit CPE before, that can only achieve those speeds running in L2 transparent mode. The minute NAT was flicked on, the processing resources available to the NAT engine bottle necked the throughput. Not naming names - but it sounds eerily like an issue I've noticed in the past.
