A good move, but it would be good you consider sustainable solutions like earth dams for irrigation and piping. People from this region are so hard working and over the years politicians have used handouts as score cards for the sake of votes and live them for the dead, we need long term solutions not hand outs.

They should have hired out the tractors at reduced rates to organized and registered self-help groups for perpetuation of the exercise instead of free everything.

First in a dry area like that you need to teach folk conservation agriculture. Tilling of the land is a no no. it kills the nutrients in the soils and lossens the soil making the soils not retain moisture. just plant the seed with no tilling, water and use mulch to prevent the usn from drying the soil thus the soil maintains as much moisture as possible when it rains. so that when it rains the soil captures the water and the water does not evaporate. The idea is to retain as much moisture as possible in the soil. Infact what the governor should do the best gift she can give to farmers is teach them conservation agriculture. Farming is all about soil management. and this is something we dont teach farmers and wonder why they get a poor crop. We should be teaching conservation agriculture even in churches, markets all over the country especially in these day of climate change.
