MLG Twinkle You may be too young for this hypothesis to apply but my thought is that when people around the age of 20 were growing up electronics was still new. Kids still played by conventional means (meeting in person, playing outside, etc). But as they grew up the electronics industry exploded and now dominates how kids play today. This specific type of Vaporwave then reminds the listener of how things used to be when they were kids (the nostalgia) but also reminds them that their way of life has died.
