Its because the deposits made by the government or other institutions, despite being not made by the public, can also be withdrawn on demand like the general public does and their availability indirectly impacts the liquidity of money in the economy. And they are deposited in the central bank which is the ultimate source of liquidity in the economy. I hope it will be helpful 😊.
