Everyone would realistically be carrying something to scavenge everything in this universe has to come from somewhere. “Scrap” is intentionally vague as an umbrella term, and it’s the only form of loot in the game.

Once i install the jagtip i cant upgrade nothing or back out theres no fix might have to give up on the game its a very bad game breaking bug its a bad one im screwd out of this game

Are you on Pc or Console? Either way try uninstalling, wiping your data and starting a new playthrough. This game isn’t known for being buggy, unlike its cousin Fallout 4. I’m sure there’s a sensible fix. Sometimes save games can be corrupted, might be best to start over.
