For shoulder press just put the bar in front of the seat and low enough so the dumbbells start from the bottom of the movement not the top

The velcro wraps that came with mine are not long enough to properly wrap around the hooks and secure a dumbbell. I tried pulling on the strap to stretch it a bit, but even then it is still short.

Make sure you don’t have the hooks upside down. When I first got mine I had the same issue then I turn it right side up and didn’t have a problem. The bigger hooks sit on the barbell

On seated shoulder press if your bench is moveable you can always turn it around and unrack in front of you instead of behind. That’s how most commercial shoulder press racks are set up.

As far as the barbell height goes on flat bench or incline you could always use a Smith machine and raise the bar that way... if you don't have a pin rack set up

I have a pair. The only thing I find is if you set up too far back you have no leverage to unrack. If its too far forward you hit the bar with the hook. Perfect set-up is difficult.

Will these work with power block adjustable dumbells?

No they won’t because the PowerBlock is covered from 3 sides. I tested the hooks on several dumbbells including the Powerblock.
