Using Aux lights aren't legal. You can cover the lights when riding in city. And if you have yellow colored lights, don't use in city. That's only allowed in Foggy areas.

Yes if the yellow coated lenses can be permanent on the light it would work and will be under norms . I found a HJG yellow oval 20 watt light which I am planning to buy

Minimum I would suggest you to go for ScoutX, scout is just 10 watts and won't serve the purpose.
