I struggle with measuring and getting the right numbers in cricut design space so if i measure 3 1/4 do i put 3.15 in design space or find the decimal for my measurement

For a 3 1/4 measurement you'd put 3.25 into design space. But even if you did 3.15 it wouldn't be that noticeable. The small differences won't really matter that much just for decals :) For wraps you'd need to be more accurate, but I wouldn't worry about being perfectly exact for decals.
