MAECI is better from the perspective of almost guaranteed visa, and second thing, is that you don't have the ambiguity of the status of your scholarship, whether you will get it or not, after you reach in mainland italy.

No you dont have to submit it now. It is needed as you can write any one university name for scholarship. So incase you received multiple offer letters, you can mention name of university where you pre enrol.
