Does it proc when you dodge ? If you add a bit of counterstrike % you might have enough dmg ? The other option would be going Skill Crit/ Regen...

You guys can make different type of build using this. I think the best way to utilize it, is to stay in gear with Counter Strike and Crit. Then Statue Global Counter Strike then the skill crit only come from Dragon Pal and from Cloud Mount. Total of Only 30% skill Crit but I think its enough to trigger it.
