Magento B2B is most meant for offline discussions. For out of the box, you have: 1. Quotes can have a two way messaging for sales and customers

Yes every product has a tier price section when you edit the product. As far as a table on the product page it will depend on your theme/layout. If it doesn’t exist a developer can fairly easily add it
