Actually, the Ministry of Magic pays the tuition for all the students to go there, but keep in mind that they had to buy all of the others stuff like uniforms, broomsticks, wands, cauldrons, books, and various other supplies. Well as it happens when Voldemort was in control of the Ministry in 1999 he destroyed a number of record making magical artifacts that were designed to write down the names of young witches and wizards for acceptance to magical schools. He did this because the artifacts made no distinction between muggle born and pure blood. They weren't restored till some time after his downfall and only continued to record names from the point that they were reactive. Effectively this means that any wizard that would have turned eleven in 2010 and a few years afterwards would no have received Hogwarts letters. For those from wizard families this wasn't suck a problem as they could be taken to the Ministry to be tested but despite the best efforts of the Improper Use of Magic Office many muggle born wizards and witches from that time period remained unaccounted for.

I was a dual student at UC San Diego, which has a campus situated in the rich settlement on the outskirts of town, and San Diego State, which barely has a campus but is very well integrated into the city itself.
