Interesting that for decades an abridged version of this was shown under the 1960 Saperstein-produced TV Magoo imprimatur (with the jaunty theme music and the "Oh, Magoo, you've done it again" ending). The animation does seem better than those tended to be.

UPA boss Steven Bosustow lost the distribution contract with Columbia Pictures and tried to distribute shorts independently. That was the final money-loser that caused him to sell the company to Saperstein.
