I’m not really on board with this explanation - who’s the say that the numbers HAVE to be as large as possible? Where does that clue come from?

To obtain the smallest value possible (a), the other values have to be as large as possible. This is possible due to knowing the sum/average. To understand this logically, let's say there are 5 apples. They are to be distributed between you and me. If one of us gets the most number of apples, obviously the other person is going to get the least.
