His shape-shifting meant he could give himself wings, thus being the only member of Team Universe 7 allowed to fly,his stamina was unlimited like the androids, he could regenerate himself and heal others, and on top of his transformation beam he had flat out magic. Even if he couldn't take Jiren on, he could keep healing Goku and Vegeta until they wore him down through sheer attrition

The only one in the entire tournament who had a chance of threatening Buu was Jiren. And being unable to KILL him, Jiren wouldn't be able to beat Buu, Buu would just outlast him, tanking attacks until Jiren ran himself dry then just punt him out of the ring. And that ignores his ability to keep his ENTIRE TEAM in the ring and fighting at 100%.

​@@ssm1559 Imagine watching a One Punch Man where Saitama doesnt do the whole "Im bored of being too strong," and instead just relentlessly wins, again and again and again and again with no build-up, no tension that theres any stakes, no sense of "oh shit he MIGHT lose." People always want a complete badass in media, but the truth is if you have a character who is so OP that the villains never stood a chance, that the audience never thought there was a credible threat to the protagonists, it would be very boring. Thats why even in media WITH unbeatable characters, you have to keep things interesting by facilitating ways that feasibly yes, theres still some kind of threat to humanity/whoever. Buu is this character. When he was the villain, you truly BELIEVED he was capable of wiping out Earth and the Z fighters. Not a single one of the most powerful characters, together or individually, fusion or super saiyan transformations, was seemingly enough to kill Buu for good. Now, all that power is with the protagonists! Imagine a tournament where Buu is just constantly doing OP shit, and being a miracle Senzu Bean distributor. Youd never feel any sense of tension when youve got a character in the background who can Looney Toons a solution to every problem. And if you tried to put Buu in TOP anyways, now youve got to one-up the already ridiculously unkillable element and create characters that are a match for a being of Chaos --- which, where does that place every other Z fighter, if to this day they STILL couldn't truly beat Buu? You'd be making obsolete characters like Roshi, relegating them to roles we expect now of Yamcha and Chiaotzu. Then to combat THAT you'd have to come up with a bunch of ass-pull powerups that somehow bridge the gap between regular fighters and something stronger than Buu. Its like jumping the shark

The androids with limitless energy Buu with an endless regeneration and magic powers Piccolo with a weak regeneration ability The Sayajins that all could transform so people underestemate them and their power. Freezer with telekenesis and transformations that atleast on Namek actually healed his body Roshi with the Mafuba and some humans
