Well would like to add one more thing that the story is based on real event but yes being a movie they must have taken alot of creative liberties so dont think nsg wasn't doing anything also they wanted to saved people first

The terrorist were trained in military fighting style and tactics. That's why it was a problem taking them down quickly. NSG also had to save hostages.

NSG back then was not as well endowed with technologies as they are now. And still, they weren't not lethal in any way.. they were deadly back then too and even more now.. also we should understand her emotions as well.. its okay.. dont be harsh on each other..
