Interestingly enough the Happy Mask Salesman does have dialog written for Link wearing the giant's mask so it's possible that wearing it outside of the one fight it's required for was considered in development.

Downside is if you use a code that lets you use any item anywhere without a proper mod that lets you do it will result in a few issues. 1. Giants mask immediately soft locks the game. 2. Fierce deity link will go in a slash spree and can't stop. As for 3ds version the fierce deity link overflow was actually patched but the giants mask soft lock wasn't.

I didn't read the full interview, but I saw one of the developers said that at one point, the Fierce Deity mask and giant's mask were once one in the same, and they split it up into two because it was just too OP. Most likely you were meant to be able to use the giant's mask anywhere, but they ran out of time to fully test it and just relegated it to be used against Twinmold to have something to show for it.

This is correct! It’s actually a smaller boss room and what’s crazy is it’s actually located above the main big room. If you go high enough in the big room you clip into the little one without wearing giants mask

I think the Giant's Mask was supposed to be worn anywhere or at least in more areas since the Crazy Mask Salesman has unused dialogue about that mask. I think you can only access that dialogue by hacking the game. I don't know if the mask was going to make you giant everywhere since Link was a normal size when he talked to the Crazy Mask Salesman. 1:39 I'm surprised that can fit in your wallet. 12:31 90 Rupees for one red rupee? My native language is Spanish so I hope you can understand what I have to say, back in 2013 on my third time using the majoras mask at 100%, when I was walking by the pillars that are outside the clock tower and that They are heading towards the desert temple, when looking at the objects the giant mask had been unlocked to activate, without a doubt I tried to activate it very quickly and what happened was that Link started doing the animation and stayed there, doing the animation in a loop You know, the effects came out of his face, that cone-shaped light, it was very special for me at that moment even though I couldn't transform.

If you consider the short development time of the game, this might be even the the "intended" way to get there. But it was absolutely impossible to optimize the world for both sizes of link so they might have replaced it with the powder-keg and smacking the rock as giant link never got removed from the code?
