I think the reason they chose Rihanna over Teairra is because Rihanna is more of a pop artist and Teairra is more of an r&b singer. She also probably didn't want to sell her soul. A lot of r&b type singers came out around that time like Amerie, Olivia, etc. but didn't want to ink the deal. Look up the story on Rihanna signing her contract. I still remember Olivia crying because she didn't want ro sell her soul when Rich Dollas got her that contract on Love ND Hip-Hop NY.

The fact of the matter is Jayz and Roc saw Rihanna as a cash grab because she had the “exotic light skin” factor. A light skin black girl with green eyes with an accent was gonna sell more than a darker complected black girl from detroit. That was the system at the time and truthfully still is to some degree today. Roc and Jayz never cared about the talent, they cared about the money. And unfortunately Rihanna gave them both angles. Teairra deserved SOOOO much better. She had far more skill vocally and technically than Rihanna did at the time, but again, the image was all that mattered. Both women deserved success. It was too bad that one’s career was a means to sabotage another’s.
