Bro I didn't understand it either. But I found another solution , you can drag the effect above the layer that you want then u will create a clipping mask for your effect filter. It's simply effects only the layeryou want this way . Maybe it can works for you after 1 year delay lol

In case you didn't undertand how to apply the color overlay on Marvel's logo. You use the magic wand on the letters like he does. Ctrl+j (press that on keyboard to duplicate the layer with the letters still selected). Then, you will notice the letters are part of this new layer or duplicated, now they are "protected". Click color overlay (just the background will change and you will get the expected result). I appreciate this tutorial, but it isn't beginner friendly 😂.

I had the same issue try playing with the brightness of it. it worked when i did that
