If you battle to drag layers, you can select the layer you want to change and press the up or down arrow at the bottom of the layers box/tab. Thanks for the great video

Spraying the inkjet printed sheet with Krylon Fixatiff should stop it from smugging if the water is on the front of the paper. I haven't used this product in many years and I no longer have a printer to see if the ink soaks through the paper but I think it wouldn't.
