You will need something that will set at the bottom of the bottle so that is why Jelly is used.

The jelly helps to make it a flat surface and then when the water rains it will seperate from the jelly so you can still see the water, you can use other substances to i used oil

Sarah, In your opinion, how accurate is this gauge? I currently have a 'test tube' rain gauge 1-1/2" dia x 6" tall and have been using it for many years. I am told it is nowhere near as accurate as a 12" dia gauge.

An interesting way to make the bottom flat, but won't that jelly be softened by water? After all, it is made with water in the first place. To those who are thinking to use oil: No, you can't use oil as it will rise up and float on top of the water. Also when you empty the rain gauge the oil will pour out and pollute the environment!

i dont understand what if yu have a flat bottom then you wont need the jelly what if your top stays on then you wont need the paperclips so do i just tape the ruler onto the botts -__- :(

Buy a glass cup from the dollar store and cut the top off of a water bottle and stick it into the glass cup and use a sharpie to make lines at whatever measurement you like on the outside of the glass.

Just think. This is taxpayers funding at work. If you're watching this for a 'school project' for you or your kids as many commenters have posted, please, please move on. This is a terrible example of a rain gauge. Also there's no calibration involved. The catchment area of the opening is significantly larger than a standardized rain gauge. The measurement of rainfall only has meaning if we have a standard by which to gauge it. Although the fact you're searching this information online rather than being able to deduce it is worrying.
