I was wondering why was it so hard to pull the wool from the roving?

It appeared the wool had been too harshly handled in the dye process causing it to partially felt. I have been felting for years and I dye my own roving. I have had this happen when I get in a rush and rinse to vigorously or don't let it cool down enough before rinsing. This was the oddest tutorial I have ever seen. You can easily create a cobweb scarf with holes without all those steps of needle felting and dissolvable paper and it literally would take less time felting it by hand than putting it in the dryer.
