You can now water clutch with a water cauldron! Your welcome... With this one command you can flex on your friends that you can do the impossible lol. I also did spend 30 minutes fixing something that fixed itself... I still have no idea why it was not working for the first 5 mins...
The command: execute as @a at @s if block ~ ~ ~ minecraft:water_cauldron run effect give @s minecraft:slow_falling 1 1 true

Hmmm. Could possibly apply a 0.01 momentum upwards if someone has a downward momentum high enough. But that'd have a lot more commands probably. Like having the momentum of all players be a scoreboard score or whatnot. Could also do scoreboard value of positions of X and Y with a scale of 10.0 to get the decimal value. Cauldron with is 0.4 so if player's X and Z is between #.6 and #.4 and inside of a water cauldron to make sure if hitting the side wouldn't be the effect on Edit I quickly did two repeating command blocks just to check if player is falling execute at @p unless block ~ ~-1 ~ air run scoreboard players set Falling Position 0 execute at @p if block ~ ~-1 ~ air run scoreboard players set Falling Position 1 I also recorded the player's Y position in both state. Might have a dummy score of "time_falling" constantly trying to add 1, but if block below player isn't air, then it'd constantly set it back to 0, if it is greater than 2 then run effect maybe. Not sure yet.

This sounds like it could work but then if that weird bug happens where the command does not trigger right away. I did try to tp 0.1 up but that made the camera a bit shaky and I did not really like that and I still took some weird damage (maybe it was the bug)

Oh damn, didn't consider that teleporting would jank the camera up. So yeah, without using teleport up, effects would probably be required, whether it's slow falling or levitation. Or of course summoning a wind charge that activates immediately but that'd be too obvious with particle effect as well as probably pushing you too far up. The using scoreboard to make sure the person is exactly within the .4 to .6 range of X and Z to make sure they don't hit the sides would work on making it so hitting any part of it doesn't break fall and only water, but of course that's a lot more command blocks and not just one pretty command.
