Looking at Google Earth images from 1994 and later, the land that Observatory Park was built upon was land without trees, probably former farmland. The planners did a good job on selecting an appropriate site. All of this was done using private funding. Google "dark sky certification application observatory park." There is a pdf that contains many of the planning details for Observatory Park in Montville, Ohio, such as minimizing light pollution, maximizing energy efficiency, a green roof, and implementation of an ecologically friendly sewage system.

It looks like cardboard to me in the video. And you may say “wtf”, but hear me out - Sonotube is actually an often-used material in the amateur telescope making community. Sonotubes are manufactured as forms for concrete columns, but they’re pretty strong and dimensionally stable. Also, cheap.
