it needs to at least be a language that gets compiled to binaries, instead of just getting interpreted like for example python or java. you could theoretically also do it in languages like c++ or rust that also get compiled into binaries, but those languages are not as close to machine code as c, so you don't have as much control over what exactly the computer does as in c.
