My wife, often, asks me why do I watch all these videos. Cop videos, Dashcam videos, Body cam, Crazy Lawyers (lol). I am retired, so I got to fill up the day. I am very interested in The Human Condition. Humans are just fascinating. So many people, see the EXACT SAME WORLD AS I DO, in a COMPLETELY DIFFERENT WAY. I see the crazy, the weird, the mentally challenged. I see all these different types of people, I get to see how they think, how they sometimes look at the same facts I am, but come up with a complete different point of view. As a Human Being myself, being exposed to OTHER people's point of view, I think, makes me a better Human. AND, let's be honest, sometimes, it's HILARIOUS.

When I was in university, we actually had a very similar thing happen. There was a guy who would hide under the desks at the library, and he would lick Girls when they wore sandals. He apparently had some kind of mental issue, but after he got kicked out of the house, he couldn’t afford his medication anymore. And he was unapologetically determined to keep doing this. He would get arrested, be in there for a few weeks or few months whatever, and then would come back out and go back to it. He eventually got enough under it to get years in jail. He was really creepy, and he wasn’t even a student. But the fact that they knew he had mental issues, and didn’t get him the help he needed, always really sad and disturbed me. I’m wondering if this guy is in a similar situation. For his own safety in the safety of everyone else, I hope he gets whatever help he needs.

It might fall under expectation of privacy. While in public there is no expectation. BUT one may expect privacy from underneath the car. Since no one is expected to be underneath the car. Either way they could get him on stalking.

Not likely. And it's a public space, so not invasion of privacy - cameras are everywhere from odd angles no human eye could ever see.

I think if you're operating a vehicle legally in a public place then the space between it and the ground is your private space as much as the interior of the vehicle.

apparently he is not afraid of getting arrested for only a 'mister minor' (SIC) This guy should be working as a shoe salesman. That would be his dream job.

I suspect that the voyeurism charge is as much so the charge shows up in the perp's arrest record when LE looks him up in the future, whether he is acquitted of or not.

If the guy has been arrested and indicted before for this crime in the past, then surely the punishment should be stronger this time, or, doesn't it work like that???

Misdemeanors sometimes escalate but it's rare. Usually that sort of "3 strikes" or similar stuff is reserved for violent crime or drug charges.
