If the police have the warrant then they have every right to catch the culprit but under no law does it state that they have the right to take a life unless the culprit is carrying arms and ammunition. Even if the culprit is carrying a weapon, they don't have the right to take a life. Under such circumstance, they should aim for the hand or a leg to immobilize him. This is why police forces are trained to tackle such problems professionally. I hope you don't shove your baseless opinions without any validation again.

There is no law directing police to inform the gb or town Council. However, the police can't use private car to arrest someone unless the victim was absconding after committing heinous crime(s). If the victim was a criminal then it's good that there will be one less criminal roaming around but if he was an innocent person then the police involved should be discharged from their service and criminal charges be initiated against them.
