SQL Server Chage Tracking seems to be available to standard as of 2016 SP1.

Hi Paul. Actually, change tracking has been available in every edition of SQL Server since 2008. It was change data capture (among other features) that was enabled in standard edition with SQL Server 2016 SP1.
