The delay is entirely the fault of the premier League. What any good prosecutor will tell you is that if you have a multiplicity of charges, you choose the best ones on which to proceed and you never throw the book. In that way the judge or jury or tribunal in this case, is able to get a proper handle on the case. If that had been done as it should, this matter would have been finished a lot earlier.
