Ignoring the meta reasons (Mikey doesn't seem to be a fan of PMD), there isn't a single PMD starter Sky-Mikey would like to become. You're stuck as a base form starter in every PMD game until the end of the main plot (I can say from experience how LOOOONG Sky's plot is), and there are no flying base form starters (newest non-remake is SMD, which is the Gen right before Rowlet). I don't believe there are any flying/Levitate starters outside of the Fire-Water-Grass pool in any of the games, either. Not even a starter Poochyena for laffs. EDIT: If there's any Mikey character I'd see get the PMD treatment, it's Orange. Would be funny watching the genwunner antics stumbling through Mystery Dungeon mechanics (and he'd have the most options for Pokemon regardless of what PMD game he plays).
