This is actually not that easy to answer because the scaling for the anime and the manga are different since they are 2 different continuities. For one, manga Goku and Vegeta never absorb ssg into their base state making it much much weaker than anime Goku and Vegetas base form. This also means that the anime versions of characters such as Frieza, Cabba, Hit, Jiren etc. have to be much stronger if Goku and Vegeta are already ssg level in their base and can stack all their transformations on top of it. That’s the issue with comparing the anime with the manga. The manga is ahead in the timeline but the events that take place play out differently in both versions and the power scaling is different too so idk who wins. An example would be Goku using Kaioken x10 against hit in the anime. This doesn’t happen in the manga. In the manga he goes from base -> ssj -> ssg -> ssb.

Anime Goku is overall way stronger than Manga version. During the fight with Beerus anime Goku absorbed the God power into his base while in the manga that never happened. So post-BoG Anime Base Goku = Manga SSG Goku, meaning RoF Anime SSJ Goku = Mangs SSB Goku, which is a huge difference. Basically everything in Anime is stronger than its Manga counterparts due to a higher starting point
