Oh, please. If anything, she's at fault for being in the changing room before opening hours, she would be charged for trespassing. Koiichi wouldn't be liable for anything because nobody is supposed to be in the changing room before opening hours.

Yeah, exactly what I thought. To be fair, she may have had permission from some other staff, rather than having entered on her own before opening time, but she may not have either, and in no case does that make what happened his fault. True he probably should have knocked and said loudly he was staff there to do facility maintenance(or something along those lines) just in case there could be someone in there changing, such as staff the other guy didn't know was on duty, or customers another staff member let in too early. But given what he knew, he really can't he legally or socially faulted for just trying to do his job when no one was supposed to be in the changing rooms, and it is a lot easier to think of what he should/could have done in hindsight, especially when you've experience on either end of staff announcing themselves at the door of changing rooms or bathrooms already during business hours.
