Lich bane without an Alternator seems trash item, is it not better to go Stormsurge or Rocketbelt first item? and second item Lich Bane?

Rocketbelt is such a bad item. 60 AP is nothing. Unfortunately, it seems like Lich Bane is still going to be the first item to get every game. Stormsurge looks alright as a first item, but having it then getting Lich Bane delays having Zhonyas as second/third item, which you kind of need to fight well in the mid game
