ST issue is on fire once again in Manipur and need to relook but Manipur administration is deeply silent till date. Both Congress and BJP is silent so far. In between more swords to slice illegal foreigners put at public domain. Listing a tribe from original ethnic tribes is as smooth as silk route in Indian administration as thousands of tribes listed in the Scheduled tribes whose population is nearly 10 crores in India just by issuing Ordinances by the President since 1950. However, to exclude tribes from the ST lists required prior approval of Parliament as per provisions of the Constitution. As regards Manipur Part C State first list of ST issued in 1951 in which Any Naga tribes, Any Kuki tribes, Any Lushai tribes included but withdrawn Any Kuki tribes in ST Modification Act 1956. Question is whether an illegal migrant obtaining ST card by fraudulent means is really a ST or not. Answer is big 'NO' as for example a Burmese Kukis arrived in Manipur without proper foreign pass as required under Foreigner Act, 1946 since 15th August, 1947 are foreigner as per Citizenship Act, 1955. Only whose name is found in the Register of Citizens maintained since 1950 by Home Ministry will be eligible that right. Children born by illegal migrants are also foreigner as per the Citizenship Act but in USA children born in USA soil by illegal migrants are US citizen as per USA Constitution. Manipur Police is the custodian of foreigners as per Foreigners Act.
