the reason why he was able to dodge because the fire arrow had an origin, it cam from the players character, the manji kick is supposed to be able to counter any move that involves the players character using offensive attacks. gojos moveset is all instance based. meaning that gojos moves have no origin. sukunas moveset has melee moves so it can be countered.
