So there is a pin on one end and the tensioner on the other. The pin is out, but has that little string attached so you can lift it up and slide it in at the end. He is using the the part that holds the tensioner to get the tensioner spring tight. So get it tight looks like he turned about 27 times. Then have someone else pull the side with the pin up so it can slide in and you can attache the tensioner side and screw it in. Seems very hard to do with just one person
