I have a doubt- What is the actual difference between 2nd and 3rd technique of direct compression? Both case the binder or excipients is used

Can you expand on the etc. under dry binders? I need to find a dry binder that can not be microcrystalline cellulose, can not be any kind of starch, can not be lactose, nor can it be any kind of polyethlene glycol (as this is banned as binder in the EU). What other common options are available to me? The binder has to have good flow properties as well as I am trying for direct compression with a simple tablet press that does not have an induced die feeder. Do you have any thoughts?
