yes we can, while taraweh the imam and skiekh of my mosque used a small copy of the quran and sometime used the phone while salah and it is ok as per the sabah also did it

I don't like it if he reads Quran too, any message can come at this time He is not paying attention to the prayer, I assume he is reading the translation, but the boy next to him is looking at his phone, then where is the attention,,?

He is clearly paying attention, when aisha prayed her voluntary salah she would use her mushaf so yes it can be use as a mushaf if he forgets since taraweeh isn't an obligatory salah

Aslm brother, Alot of different scenarios, the guy with the phone can be haafith and struggling to keep his Qur'ān or giving lukmah, you and I don't know. Best not to assume. Enjoy the beautiful recitation. We not perfect but we try an do our best InShā Allāh. May Allāh accept from everyone 🤲
