crafting. you can use common,uncommon,rare,epic items to craft legendary gears. in fact its hard to get Legendary gears even by using money. few of the best legendary gears can be crafted using gears that can be easily found. you just need alot of them to create legendary gears also alot of silver... in new realms its much easier to get those nice golden yellow gears.
