Get a Hioki CM4003 and it will do all this device does. The procedures described are fairly correct. Recognize that an AC leakage current of 5ma in fresh water is enough to kill you!

Your demonstration provides a poor example of how to disconnect power from a boat. Power devices within the boat should be turned off, then master breaker within the boat should be turned off, then shore power pedestal power should be turned off BEFORE ever considering disconnecting the power cord. Disconnecting a loaded power cord is destructive to both the cord connector and the pedestal receptical.
