Yeah, I know how weird he sounds but this was before his standard voice was introduced. During the time of this game, Hammer Bro. did not have a voice so they had to use the random sounds for him. This was until in Super Mario Strikers when he was voiced by Motoki Takagi. As a result, he has stayed with that voice since.
