Explained well sir I got some clarity by relating MSS and CRR.. Take home points are CRR- No kind of return for banks MSS- Earns a return and also qualifies for SLR( because SLR includes G-sec and bonds) and MSS are also tradable in secondary market. MSS are not used for Govt expenditure Issuance of MSS also has only negligible impact on Govt revenue and fiscal position because these MSS are matched with cash balance held by GOVT With RBI .

When foreigners will leave they'll give give back rupee to RBI. This money that is given back to foreign institutional investors (FIIs) was once exchanged by them from RBI when they had come initially? My question is sir how this while process creates problem when FIIs leave the country becoz in the end money came back to its issuer (i.e. RBI)

Sir g namskaar! What is issue/problem if the price of indian rupees increase in respect of dollors.We can get more dollers at same/perticula value of indian rupees. Normally indan trade is debt trade so we can get more foriegn things at the same/perticular value of indian rupees.

Vignesh Kalaiselvan I think generally RBI don't pay interest on MSS bond(like it didn't during demonitisation ), but government has provision to allocate money from budget to the RBI to pay interest. This expenditure to service interest payments for MSS is called carrying cost
