Yes, it reduces your animations by 33%. And even if it reduced cards that are already 0 cost, just make a 1/1 boar and ignore it

It would depend on how quickly you could get the pieces together as ceaseless is often discounted beyond 30 quite quickly

Hey, Mark The Ceaseless Expanse flavor texts states that you win if you play it for its full mana cost. So thas should be a perfect idea to ramp for 100 mana 1st and then play it.

There is no way to do that because its cost will be reduced by everything, including opponent's actions.
